Successful dogfighting prosecutions: key evidence and common defenses
Dogfighting investigations present unique challenges for law enforcement and prosecutors. During this 2 hour course, we will review the relationship between dogfighting and other violent criminal activity, relevant NC and federal laws, a review of key evidence and investigative techniques and prosecution preparation.

Speakers: Janette Reever is the Senior Specialist Global Anti-Dogfighting expert for Humane Society International. She has been recognized as an expert in both state and federally court as expert of animal fighting and cruelty in the United States, Puerto Rico, and Australia. Before HSI she was the Senior Manager of Animal Crimes for HSUS for nine years. She has 23 years of experience in the field and is extremely knowledgeable about dogfighting, cockfighting, and other forms of animal fighting. Reever provides guidance to law enforcement on best practices for implementation of animal welfare laws and investigation of cases of animal cruelty and fighting. She is considered one of the nation’s leading experts in dogfighting and their international ties.

Lt. Bob DeWitt is a Deputy Sheriff with the Davie County Sheriff’s Office (NC), after retiring as a lieutenant and head of the animal services division on January 1st, 2020. Lt. DeWitt joined the US Army in 1979 and served as a Military Police Officer and Military Police Investigator for 10 years, working his last two in the Munich CID office as a member of Drug Team. He was then hired by the Union County Sheriff’s Office (NC) where he worked patrol, criminal investigations, narcotics and served as the agencies SWAT sniper team leader and operations officer. In 2000, he started with the Davie County Sheriff’s Office, becoming their first full-time animal cruelty investigator assigned to the criminal investigations division and eventually becoming the director of Davie County Animal Services, responsible for the county animal shelter and animal-related law enforcement.
